Briefing on Pilot Twice-Monthly Salary Payment Initiative

Starting January 2018, a pilot initiative of twice-monthly salary payment would be introduced to officers and staff of the Prime Minister's Office and the Ministry of Finance and departments under them.  This morning, the Treasury Department gave simultaneous briefings on the twice-monthly salary payment initiative at the Prime Minister's Office and the Ministry of Finance.

 

At the Prime Minister's Office, the briefing was given by Dato Paduka Ahmaddin bin Haji Abd Rahman, The Permanent Secretary (Policy and Investment) at the Ministry of Finance.  Among those present were Dato Seri Paduka Awang Haji Mohd Roselan bin Haji Mohd Daud, The Deputy Minister at the Prime Minister's Office and Dato Paduka Seri Haji Mohd Jammy bin Haji Muhd Shah Al-Islam, the Commissioner of Police.  Among other matters, the briefings explained the rationale of paying salaries twice a month was to enhance the effectiveness of officers' and staffs' cash flow management to accommodate daily needs, facilitate spending plans and assist in the continuance of commercial and economic activities in the country as well as making the domestic economy more sustainable.

 

Meanwhile, the briefing at the Ministry of Finance was presented by Dayang Norliah binti Haji Kula, The Permanent Secretary (Performance) at the Ministry of Finance.   Implementing the pilot initiative at the two Ministries is to enable the Treasury Department to assess and study the feedback on the project prior to extending it to other agencies. Since the Computerised Salary System and Daily Salary System are under the control of the Treasury Department, the pilot measure at the Ministry of Finance will make it easier for the Treasury Department to gain urgent feedback from the officers and staff involved in the initiative.

 

The pilot scheme would involve all officers and staffs under the Prime Minister's Office and the Ministry of Finance who are on permanent appointment, contract, month-to-month, open vote and daily paid, in particular officers and staffs whose salaries are paid through the Treasury Department.  Officers and staffs of Statuary Bodies and Government Link Companies could implement the initiative subject to the discretion of the respective Boards.

 

Meanwhile, participants of the i-Ready Scheme and Capacity Building Centre are not involved in the twice-monthly salary payment initiative.  It also does not involve the payment of Service Pensions, Old Age Pension Allowance, Welfare Assistance, Allowance for the Disabled and others.

 

The implementation of the twice-monthly salary payment has received support and cooperation from Financial Institutions. The Financial Institutions would divide into two payments of personal loans, housing loans, car purchasing loans and other loans. This means the salary deductions for loan payments would be made twice a month.
